II. If you are RENEWING your Residence Permit:
The Rule: You are eligible to use the Digital e-Devlet Rental Agreement.
Why? You already have your Residence Card and can obtain an e-Devlet password from any PTT office.
The Process: The landlord creates the draft on e-Devlet, and you simply log in to approve it within 2 days. This eliminates the need for a notary visit entirely.
