Alanya Residence Permit Update 2026: Mahmutlar, Kestel & Avsallar Reopened
We are thrilled to share a major positive development for our international clients and European winter guests. As of today, the Turkish Directorate of Migration Management (Göç İdaresi) has officially reopened new residence permit (İkamet) applications for Alanya's most highly demanded coastal neighborhoods.
The foreign population density quota (the 20% rule) that previously restricted new applications has been lifted for the following key districts:
Mahmutlar
Kestel
Avsallar
Kargıcak
What This Means for Our Clients For the past couple of years, expats and snowbirds looking for long-term winter stays were heavily restricted in where they could establish legal residency.
This update completely changes the landscape:
Freedom to Choose: You can now safely rent long-term or purchase property in these prime beachfront neighborhoods and successfully apply for a Short-Term Residence Permit.
6-Month Winter Stays Made Easy: European guests who wish to stay longer than the standard 90-day tourist visa can now easily spend the entire 6-month winter season in Alanya without being forced to choose outlying districts.
Total Legal Compliance: As always, EasyApartAlanya strictly follows all current regulations. For all our long-term and 6-month winter rentals, we handle the mandatory digital registration of your rental contract via the government e-Devlet portal, ensuring your residency application is completely secure and stress-free.
Our Core Central Properties Please note that our premium properties located in the very center of Alanya—specifically around Kleopatra Beach, Oba, and Tosmur—remain 100% open and unaffected.
Whether you want to be right in the city center or enjoy the newly reopened coastal suburbs, the EasyApartAlanya team is ready to secure your perfect winter home.

⚠️ Important Residency (İkamet) & Rental Policy Notice
While the central government has officially approved the reopening of Mahmutlar, Kestel, Avsallar, and Kargıcak for residence permits, the local Alanya Migration Office (Göç İdaresi) is currently updating its database and has not yet activated its local appointment system to accept applications for these specific districts.
To ensure complete legal compliance and protect your stay, EasyApartAlanya operates strictly under the following housing frameworks:
The 101-Day Minimum Rule: In accordance with local regulations, we do not offer short-term holiday rentals under 100 days. All contracts start at a minimum of 4 to 6 months (perfect for seasonal winter guests).
1-Year Base & Multi-Year Rentals: For long-term full-time residents, we offer our standard 1-year base leases as well as flexible multi-year (plural year) contracts to lock in your rental price and secure long-term stability.
What this means for your booking: You can safely reserve your property in these neighborhoods today. We are actively issuing 6-month, 1-year, and multi-year contracts. Our team will handle your mandatory contract registration via e-Devlet and expertly time your submission to align perfectly the moment the local Göç İdaresi opens its system for these districts.
