1. The 100-Day Rule
In Turkey, any rental for a period of 100 days or less is legally classified as a "Tourism Rental" and is heavily regulated. Â
License Required: You must obtain a "Tourism Rental License" (Turizm Konutu İzin Belgesi) directly from the Ministry of Culture and Tourism before accepting any guests. Â
The 101-Day Exemption: Rentals of 101 days or more are classified as standard residential leases under the Turkish Code of Obligations. They are completely exempt from this tourism law and do not require this specific, hard-to-get license.
2. The "Unanimous Consent" Hurdle

To get a license for a single flat, you must have 100% unanimous written consent from every single owner in your building/block.
If even one neighbor says "No," the Ministry will not issue the license.

3. Safety and Signage Requirements
Once you have the license, your property must meet specific standards:
The Plaque:Â You must hang an official Ministry-issued plaque at the entrance of your apartment.
Fire Safety:Â You must have smoke detectors, a fire extinguisher, and a clearly displayed evacuation plan.
ID Reporting (KBS):Â You are legally required to report the identity of every guest via the "Kimlik Bildirim System" (Police registration) within 24 hours of arrival.
4. Fines for Non-Compliance in 2026
The Turkish government increases administrative fines annually based on the official Revaluation Rate. For 2026, the penalties for illegal short-term rentals have drastically increased, and inspections are stricter than ever.
Unlicensed Renting:Â Fines now start at 180,617 TRYÂ per property for the first violation (you are given 15 days to obtain a license).
Repeated Violations:Â If you continue to rent without a license after the first fine, penalties escalate to 903,088 TRY, and eventually a massive 1,806,177 TRY.
Advertising:Â Even just listing an unlicensed property on platforms like Airbnb, Booking.com, or social media will result in an immediate fine of 180,617 TRY.
